NECC has submitted a response to a recent Department for Communities and Local Government consultation on planning fees. The consultation proposed allowing local authorities to set their own planning fees in order that they could recover costs from applicants. NECC has opposed this proposal as benefits from development are felt much wider in a community than merely to applicants, and up front fees when there is clearly no guarantee of permission being granted represent another element of risk which could deter much needed private sector development.
We added that if the proposal does go ahead, there needs to be clear guidance as to what costs can be covered by fees. We also opposed proposals to do away with the ‘free go’ when re-submitting applications, and to increase fees for retrospective applications.
